Estates Best Value Group
Summary
The NHS continues to operate in a highly demanding and complex environment. NHS Estates teams are facing sustained pressure from increasing compliance requirements, financial constraint, workforce challenges and rising expectations around safety, sustainability and service resilience. Both capital and operational estates functions are being asked to deliver more, often with fewer resources, while continuing to support high‑quality clinical care.
In this context, there has never been a greater need for trusted peer support, practical shared learning and access to national insight. Networking nationally with NHS Estates colleagues enables organisations to learn from approaches that have already been tested, share solutions to common challenges and strengthen the efficiency and effectiveness of local Estates services.
The Estates function is widely recognised as a critical enabler of safe clinical service delivery. The NPAG Estates Best Value Group is a long‑established specialist NHS forum, with over 20 years of experience, and membership continues to grow year on year. The group includes senior representation from Acute, Community and Mental Health Trusts, NHS Property Services and subsidiary organisations, reflecting the breadth and diversity of Estates leadership across the system.
By becoming a member of the Estates BVG, organisations are well positioned to stay informed and engaged with national initiatives and emerging priorities. NPAG has strong links with NHS bodies and partners, supporting meaningful engagement and shared learning across the system.
Meetings are supported by an experienced facilitator, with agendas shaped by members to ensure discussions remain relevant, practical and timely. Sessions focus on national priorities, compliance and assurance, and real‑world operational challenges. Recent and forthcoming areas of interest include, but are not limited to:
- New procurement regulations
- Recruitment, retention and apprenticeships within Estates roles
- Sustainability, Net Zero and energy resilience
- Energy security and infrastructure risk

Meet the Facilitator
Tony Gent
Deputy Head of Estates
Derbyshire Community Health Services NHS Foundation Trust
Tony has over 35 years’ experience in NHS Operational Estate management. He is currently Deputy Head of Estates for a large Community Trust. He is a Fellow of The Chartered Association of Building Engineers and Fellow of The Institute of Healthcare Engineering and Estates Management.
Tony has a keen interest in organisational and behaviour change. His Trust won the 2016 Healthcare People Management Awards for their entry Courage to Manage Health and Safety.
In 2013 Tony joined the NPAG as Facilitator to the Estates South Best Value Group. Since then he has a portfolio of groups that he facilitates which include the newly established Estates North, Facilities North and the Facilities South Best Value Groups.

Hardev Sagoo
Associate Director of Estates & Facilities
The Princess Alexandra Hospital NHS Trust
Hardev is Associate Director of Estates & Facilities at The Princess Alexandra Hospital NHS Trust and Chair of the NPAG Estates Best Value Group. A Chartered Engineer and Fellow of the Institution of Mechanical Engineers, Hardev brings over 25 years of experience driving estates transformation, compliance, and infrastructure resilience across NHS, government, and commercial sectors.
Previously at The Royal Marsden NHS Trust, he led the successful delivery of ISO 9001 certification, enhanced governance and business continuity frameworks, and achieved multimillion-pound efficiencies through innovation and data-led management. At PAH, Hardev now spearheads strategic estates modernisation, digital asset optimisation, and sustainability planning—ensuring alignment with the Trust’s clinical and corporate goals.
As Chair of the NPAG Estates BVG, Hardev champions collaboration among NHS Estates leaders, promoting benchmarking, shared learning, and the adoption of best practice to support the national Net Zero and resilience agenda. His leadership blends pragmatic delivery with strategic foresight, consistently advocating for professional excellence, innovation, and sustainable development across the healthcare built environment.

REGISTRATION CONDITIONS:
A VAT invoice will be issued. VAT Registration No. 654 9195 01. VAT applies to any NHS organisation outside England and to any non-NHS organisation.
Payment is due on receipt of invoice. DO NOT send payment in advance of receipt of invoice. When invoice is received, payment should be made to ‘East of England Ambulance Service NHS Trust.’
ALL cancellations must be in writing. Cancellations received within 14 working days of receipt of the registration form will receive a full refund. After this date refunds cannot be made. A substitute is acceptable. NPAG cannot be held responsible for any travel expenses or accommodation costs in the event of a cancellation or postponement of a meeting, workshop or an event.
