At NPAG, we’re proud to have a strong track record of helping healthcare managers reduce emissions, cut costs, and enhance health and well-being outcomes. Introducing the NPAG Energy Network

In response to growing demand from our members, we launched a dedicated national Energy Network back in 2024 to complement our popular NHS Sustainability Network and Waste Management Best Value Group.


Why Energy?

Energy is a recurring theme across our existing networks, including Estates and Sustainability. However, with the NHS facing increasing pressure to meet net zero targets and national efforts underway to revise HTM 07-02: Making Energy Work in Healthcare, there’s a clear need for a focused platform.

Our Energy Network offers a deeper dive into energy strategy, providing  support and insight for NHS trusts navigating this complex and evolving landscape.

Meet the Facilitator

Cliff Howell

NPAG Business Associate

Facilitator for the NPAG Energy Network, and the NHS Transport & Logistics Best Practice Group


Cliff brings with him over 44 years of experience in the NHS, including two decades in senior leadership roles such as Director of Estates & Facilities.

Energy and sustainability have been central themes throughout Cliff’s career. He is a Chartered Engineer through both the Engineering Council and IHEEM, and holds a BEng (Hons) in Building Services Engineering as well as a Master’s in Project Management—both with a strong focus on energy systems.

Cliff’s extensive background includes serving as a Trust Energy Manager, where he led on energy procurement, central returns, and the implementation of advanced monitoring and targeting systems. He also chaired the North West NHS Energy Group, playing a key role in shaping regional energy strategy.

In his current role, Cliff has successfully secured £17 million in PSDS funding to transform the energy centre at a major hospital site, driving significant decarbonisation efforts. He continues to work hands-on as an engineer, specialising in Building Energy Management Systems (BEMS), and is proud to serve as joint lead for the HEFMA digitalisation workstream, which places energy and sustainability at its core.

Cliff’s wealth of experience and passion for meaningful change make him a valuable addition to the NPAG Energy Network, where he will support members in navigating the evolving energy landscape within the NHS.

REGISTRATION CONDITIONS:


A VAT invoice will be issued. VAT Registration No. 654 9195 01. VAT applies to any NHS organisation outside England and to any non-NHS organisation.


Payment is due on receipt of invoice. DO NOT send payment in advance of receipt of invoice. When invoice is received, payment should be made to ‘East of England Ambulance Service NHS Trust.’


ALL cancellations must be in writing. Cancellations received within 14 working days of receipt of the registration form will receive a full refund. After this date refunds cannot be made. A substitute is acceptable. NPAG cannot be held responsible for any travel expenses or accommodation costs in the event of a cancellation or postponement of a meeting, workshop or an event.


A 25% discount will be applied when an existing NPAG member joins an additional Group. This does not apply to the £295 second member rate. As a registered contact you will receive our monthly NPAG Newsletter.
