National District Nurses Network
Summary
The NPAG National District Nurses Network is a large, dynamic and welcoming community, bringing together District Nurses from across the country to share ideas, tackle common challenges and drive innovation in service development. We work closely with NHS England, who provide updates at every meeting, alongside the Association of District Nurse Educators (ADNE) and the Nursing & Midwifery Council (NMC).
Our Network has a long history of supporting national work through expert focus groups, contributing to projects such as RCN caseload management tools and Health Education England’s developments in District Nurse education. With a rich and experienced membership, we continue to influence and shape strategic direction.
Benchmarking remains central to our work—helping members identify gaps, drive improvement and raise standards through shared learning and measurable progress.
We are also proud to have delivered a series of successful national conferences, exploring key themes shaping the future of community and district nursing:

Trevor Garcia MIDSc (Chtd)

Trevor brings with him over three decades of NHS experience, having retired in 2019 after 37 years in various Decontamination Lead roles. He also served as Associate Director of Clinical Support Services, where he expanded his knowledge across areas like Pathology, Radiology, Outpatients, Cancer Services, and Pharmacy. One of his standout projects was leading the transition from paper to electronic patient records for community midwives—an example of his commitment to innovation and improvement.
Trevor has always embraced the challenge of stepping into unfamiliar areas, bringing fresh perspectives and a collaborative spirit to every team he’s worked with. Since retiring, he’s remained deeply involved in the NHS—working as a consultant, supporting apprenticeships through the National School of Healthcare Science, and currently serving as National Chairman of the Institute of Decontamination Science.
For the past five years, Trevor has facilitated the NPAG Decontamination Best Value Group, where he’s enjoyed bringing experts together to share ideas, tackle challenges, and promote best practice. He sees knowledge-sharing as one of the group’s greatest strengths—especially in supporting those who are new to their roles—and he’s excited to bring that same energy and focus to the NDNN.

I serve as the Divisional Director of Nursing and Allied Health Professions for Community Services at Tameside and Glossop, providing professional leadership and strategic oversight across a comprehensive range of community health services. My career spans extensive operational and clinical leadership roles within community care, underpinned by my professional foundation as a District Nurse. This background continues to inform my approach to service development, quality improvement, and workforce strategy.
Throughout my career, I have demonstrated a sustained commitment to advancing community‑based healthcare and strengthening integrated models of care across organisational and system boundaries. I have led programmes focused on improving population health outcomes, enhancing patient and carer experience, and embedding safe, effective, evidence‑based practice across diverse clinical pathways. My work includes the development and leadership of integrated neighbourhood teams, redesign of community nursing models, and the promotion of advanced clinical practice across both nursing and AHP professions.
My leadership philosophy is grounded in professional integrity, collaborative system working, and a strong commitment to equitable, person‑centred care. I maintain a particular interest in workforce transformation, clinical governance, and the development of sustainable service models capable of meeting the evolving needs of local communities. I also work closely with system partners to influence broader strategic direction, shape service redesign, and ensure the visibility and value of community services within the wider health and care landscape.
As a proud District Nurse, I remain deeply connected to the principles of holistic, community‑focused care and the importance of empowering individuals to live well at home. This clinical grounding continues to shape my perspective as a senior leader, ensuring that decision‑making remains anchored in the lived experiences of patients, families, and frontline professionals.
I am committed to championing the future of community services—advocating for innovation, professional leadership, and high‑quality integrated care—and to ensuring these services continue to play a central role in improving population health and reducing health inequalities.

REGISTRATION CONDITIONS:
A VAT invoice will be issued. VAT Registration No. 654 9195 01. VAT applies to any NHS organisation outside England and to any non-NHS organisation.
Payment is due on receipt of invoice. DO NOT send payment in advance of receipt of invoice. When invoice is received, payment should be made to ‘East of England Ambulance Service NHS Trust.’
ALL cancellations must be in writing. Cancellations received within 14 working days of receipt of the registration form will receive a full refund. After this date refunds cannot be made. A substitute is acceptable. NPAG cannot be held responsible for any travel expenses or accommodation costs in the event of a cancellation or postponement of a meeting, workshop or an event.
